Hajjat Sharifah Buzeki is the New KCCA Executive Director

President Yoweri Museveni has appointed Hajat Sharifah Buzeki as the new Executive Director of the Kampala Capital City Authority (KCCA).

President Yoweri Museveni has appointed Hajat Sharifah Buzeki as the new Executive Director of the Kampala Capital City Authority (KCCA). As KCCA Executive Director he will be deputized by Mr. Benon Kigenyi, marking a leadership transition aimed at addressing the city’s persistent urban management and service delivery challenges. The announcement was made by Mr. Faruk Kirunda, the Deputy Press Secretary to the President, via X (formerly Twitter) on Wednesday.

“It’s true that His Excellency @KagutaMuseveni has appointed a new Executive Director of @KCCAUG in the names of Hajjat Sharifah Buzeki, and Mr. Benon Kigenyi as her Deputy. Their names have been forwarded to Public Service for formalization. When the process is completed, the Head of Public Service/Secretary to Cabinet will formally confirm the appointments,” Kirunda said.

Who is Hajat Sharifah Buzeki?

Hajat Sharifah Buzeki is a seasoned human resource practitioner. She brings over 13 years of professional experience in human resource management, auditing, institutional development, and performance management. She has served as the Commissioner for Human Resource Management at the Ministry of Public Service (MOPS), where she led initiatives such as the Pearl of Africa Performance Scorecard and supported the integration of Results-Oriented Management (ROM) into government operations.

Her academic qualifications include a Master’s Degree in Public Administration and Management, a Postgraduate Diploma in Human Resource Management, and a Bachelor’s Degree in Social Sciences from the Islamic University in Uganda. She has also undergone training in leadership, conflict management, monitoring and evaluation, and facilitation skills.

Ms. Buzeki’s appointment follows the dismissal of former KCCA Executive Director Dorothy Kisaka and her Deputy, David Luyimbazi, in the wake of the tragic Kiteezi landfill collapse on August 10, which claimed over 30 lives. The incident exposed critical lapses in landfill management, leading to manslaughter and negligence charges against Kisaka, Luyimbazi, and former Director of Public Health, Daniel Okello.

In the interim, Mr. Frank Rusa, the KCCA Legal Director, was appointed Acting Executive Director on September 26. He has held the position while the search for permanent leadership was ongoing.

The new appointments come amid intense public scrutiny and a demand for governance reforms within KCCA. Buzeki’s leadership is widely seen as a fresh start, though critics have questioned the level of autonomy KCCA executives have under the President’s oversight.

Who is Benon Kigenyi acting as beside Hajat Sharifah Buzeki?

Mr. Benon Kigenyi, the newly appointed Deputy Executive Director, brings extensive administrative experience, having served as Undersecretary in the Ministry of Gender, Labour, and Social Development, as well as the Ministries of Local Government and Public Service. His role will involve supporting Buzeki in day-to-day operations, particularly in urban infrastructure and service delivery.

Public Reaction and Expectations from the KCCA Executive Director

The leadership shakeup has sparked a mix of hope and skepticism among Kampala residents. While many anticipate tangible improvements in service delivery and urban governance, others remain concerned about the systemic issues that have long plagued KCCA.

Mr. Kirunda congratulated the appointees, emphasizing their leadership potential. “Congratulations to Hajat Buzeki and Mr. Kigenyi for catching the eye of the Appointing Authority,” he said.

As the formalization process for their appointments progresses, all eyes are now on Ms. Buzeki and Mr. Kigenyi to drive KCCA toward a more efficient, accountable, and transformative future.
