On Monday, Museveni met with Starlink representatives in Nakasero, Kampala, to discuss the company’s potential entry into Uganda. The President’s support signals a transformative opportunity for digital inclusion and socioeconomic development in the country.

A Pivotal Meeting for Uganda’s Digital Future

Museveni shared details of the meeting via his official X account, stating:

“Yesterday in Nakasero, I had a productive meeting with Starlink representatives, Ben MacWilliams and Brandi Oliver, brought to me by Ambassador Adonia Ayebare and Ambassador Popp. I appreciate their commitment to providing low-cost internet in hard-to-reach areas and establishing a presence in Uganda. They are welcome.”

The meeting, facilitated by key diplomatic figures, underscores Uganda’s commitment to leveraging innovative technologies to bridge the digital divide. With this satellite-based internet, the country aims to overcome geographical barriers, particularly in rural and mountainous areas where traditional infrastructure is challenging to deploy.


Why does this matter to Uganda?

Uganda’s digital transformation is a cornerstone of its Vision 2030 and National Plan for Sustainable Development. However, limited internet access has hindered progress, with only a quarter of the population connected. Starlink’s entry could change this by providing fast, reliable internet across diverse terrains.

Morrison Rwakakamba, former Chairman of the Uganda Investment Authority (UIA) Board, hailed the development as a “major milestone” for Uganda’s technological advancement. He stated:

“This is powerful, Mr. President — make it happen as Uganda moves and leaps towards a great technology future. The availability of Starlink in Uganda will advance connectivity goals and foster economic development.”

Rwakakamba highlighted several benefits of Starlink’s potential impact:

  • Education: Affordable internet could expand access to online learning platforms, enabling students in remote areas to acquire digital skills and access global knowledge.
  • Economic Growth: Small businesses, which account for over 80% of Uganda’s GDP, could adopt e-commerce, innovate, and reach new markets, driving economic empowerment.
  • Healthcare: Telemedicine could connect local healthcare providers with global specialists, improving service delivery in underserved regions.
  • Disaster Response: During natural disasters like floods or mudslides, Starlink’s satellite network could ensure reliable communication, aiding coordination and minimizing losses.

Starlink’s Growing Presence in Africa

The internet provider has already launched services in Nigeria, Rwanda, and Kenya, positioning itself as a game-changer for connectivity across Africa. Uganda’s potential inclusion in this network reflects the government’s proactive approach to aligning policies and regulations to support innovative solutions.

With President Museveni’s endorsement, Starlink’s entry into Uganda appears imminent, pending regulatory approvals. This partnership could serve as a model for other African nations seeking to enhance digital inclusion and economic resilience.
