Allan Bulamu Wins as Kira Mayor in 2026 Election under NRM

Born in Bugiri, Allan is the son of the late Mr. and Mrs. Wamboga. While his paternal roots make him a Musoga by tribe, his maternal family hails from Tororo, giving him a diverse cultural background that likely aids his ability to connect with the cosmopolitan population of Kira.

KIRA, WAKISO — On January 28, 2026, Kira Municipality switched up as Allan Dentine Bulamu of the National Resistance Movement (NRM) was declared the winner of the Mayoral race. In a victory that has sent ripples through the central region, Bulamu unseated the incumbent and fended off a strong challenge from the National Unity Platform (NUP), marking a significant win for the ruling party in a traditionally competitive territory.

What were the final numbers that secured Bulamu’s victory?

The election was a hard-fought contest among seven candidates. According to the official Return Form for Transmission of Results signed by the Wakiso District Returning Officer, Tolbert Musinguzi, Bulamu secured a commanding lead of 17,170 votes. This gave him a margin of over 3,600 votes over his nearest rival.

What drama unfolded during the tallying process?

The road to the declaration was not without tension. Through his agents, Bulamu reported that opponents had allegedly attempted to steal Declaration of Results (DR) forms from several polling stations under the cover of night. Some individuals were reportedly apprehended in connection with these incidents.

Despite these challenges, Bulamu remained resolute. In the wake of his victory, he urged his opponents—specifically the NUP camp, which alleged irregularities—to respect the democratic process and seek legal redress in the courts rather than engaging in external disputes.

Who is Allan Dentine Bulamu?

Born in Bugiri, Allan is the son of the late Dr. Richard Bulamu, a former Member of Parliament in Uganda who was recognized by President Yoweri Museveni for his efforts in fighting HIV/AIDS. While his paternal roots make him a Musoga by tribe, his maternal family hails from Tororo, giving him a diverse cultural background that likely aids his ability to connect with the cosmopolitan population of Kira.

Unlike many career politicians, Bulamu brings a technical and creative edge to leadership. He is highly educated in Industrial Arts, a discipline that focuses on design, functionality, and organized systems. This background is often reflected in his methodical approach to urban planning and community organization.

Before his mayoral win, Bulamu served as the Chairman of Naalya Estates, one of the most prestigious and well-managed residential areas in the municipality. His work there became a “proof of concept” for his campaign, proving he could manage infrastructure and security effectively.

Known by those close to him (including his family) as a very calm person, Bulamu’s temperament was a key asset during a high-pressure election cycle. This “cool head” has earned him respect even among those who do not share his political affiliation.

What is the significance of the “Work Vote” slogan?

Bulamu’s campaign was anchored by the slogan “Mukozi, Akoze, Ajakola” (A worker, he has worked, he will work). By leaning on his background in Industrial Arts and his success in Naalya, he convinced voters that he was a “technical” leader rather than a “political” one.

His victory suggests that the residents of Kira—which includes areas like Namugongo, Kireka, and Bweyogerere—are prioritizing service delivery and professional management over partisan rhetoric. As he steps into his five-year term (2026–2031), the “calm worker” from Bugiri now faces his biggest design project yet: the total transformation of Kira Municipality.
